Manual Activations
Trusted activations are normally done programmatically as transactions between a client or server activation utility and the FlexNet Operations server. The activation utility generates a request that is submitted programmatically and the FlexNet Operations server generates a response that is used to complete the activation.
However, an activation request can also be generated and written to a file by a FlexNet Publisher Licensing Toolkit activation utility running on the machine where the license is to be activated. Such a manual activation is useful when there is no internet connectivity on the host.

The file containing the request is sent to the producer and loaded into FlexNet Operations to generate a response. |

The response is saved to a file; the file is sent to the customer and is used by the FlexNet Publisher Licensing Toolkit activation utility to process the response. The response is processed differently, depending on whether a license has ever been generated on that machine using the transaction key associated with the product to be activated. If a license has never been activated on the target machine using this transaction key, the first response just configures trusted storage. A second request and response must be generated to actually activate the license. This two-step process is handled automatically by programmatic activation. |

To generate a response to an activation request submitted in a file
